Yes. Evergreen is free to download and play. Optional in-app purchases sell gems, a one-time Starter Bundle and a Monthly Card. None of them are required to finish the game.
The banner in the app shows its Legendary guarantee: every pull on the standard banner counts toward a guaranteed Legendary within 50 pulls.
No. There is no login. If you sign in to Game Center, your progress is backed up to iCloud and restored on your other devices. The game is fully playable without it.
No. Plinko and the mini-games pay only in-game gold and XP, and gacha rewards are in-game items. Nothing in Evergreen can be exchanged for real money.

Sign in to Game Center on the new device before opening Evergreen. The app restores the newest iCloud backup on launch. Progress from a device that was never signed in cannot be recovered.
